McAllen, Texas – Elon Musk is charting a bold new course for SpaceX’s Starbase site by seeking to establish it as an official Texas city. On Thursday, SpaceX formally requested local officials to initiate an election that could turn its South Texas facility, where massive Starship rockets are built and launched, into an incorporated city. According to the company, residents of the area, already known informally as Starbase submitted the petition supporting this move.
Starbase, located at Boca Chica Beach near the Texas-Mexico border, has been pivotal to SpaceX's operations. Earlier this year, Musk relocated the headquarters of SpaceX and his social media company X from California to Texas, citing a need for growth and innovation in the Lone Star State.

Kathryn Lueders, Starbase’s general manager, explained in a letter to Cameron County officials the importance of this step. “To sustain and expand the workforce required for Starship’s rapid development and manufacturing, we must grow Starbase into a full-fledged community,” Lueders wrote, urging county leaders to pave the way for incorporation.

The concept isn’t entirely new. Musk first floated the idea in a 2021 social media post, teasing the creation of “Starbase, Texas.” However, Thursday marked the first time SpaceX filed an official petition, according to Cameron County Judge Eddie Treviño Jr. His office will now assess the petition’s compliance with legal and statutory requirements before any election can be scheduled.

Currently, more than 3,400 full-time employees and contractors are stationed at Starbase, reflecting the site’s significant role in SpaceX’s expanding presence in South Texas. However, the rapid growth hasn’t been without challenges. Earlier this year, local activist group Save RGV sued SpaceX, alleging environmental violations, including polluted water discharge into nearby bays. SpaceX refuted the claims, pointing to state reviews that found no environmental risks, dismissing the lawsuit as baseless.

While the proposal to turn Starbase into a city could spur economic and infrastructure development, it also raises questions about environmental management and community impact. Local officials and residents await the county’s decision as the petition progresses through legal channels. If successful, this move could mark a historic chapter for the Rio Grande Valley, further cementing its position as a hub for cutting-edge space exploration.
