Italians headed to the polls this Sunday and Monday to vote in key referendums that could reshape the nation’s citizenship laws and worker protections. However, fears of low voter turnout threaten to invalidate the results, raising concerns over public awareness and political engagement.

A Chance for Citizenship Reform

One of the most significant proposals aims to ease citizenship rules for children born in Italy to non-EU parents. Currently, foreign-born children must wait until 18 and meet strict residency criteria to apply for citizenship. The proposed change would lower the residency requirement from 10 to 5 years, potentially impacting over 2.5 million residents.

Supporters say the reform would help second-generation immigrants feel truly Italian in a country they’ve always called home.

Singer Ghali, born in Milan to Tunisian parents, urged people online to vote “yes.” He shared his personal experience: “I was born here, lived here all my life, but only got citizenship at 18.”

Turnout Could Doom the Referendum

Despite the importance of the vote, preliminary turnout figures are alarming. As of Sunday evening, only 15.9% of eligible voters had cast their ballots — far short of the 50% plus one required for the vote to be valid. By comparison, a similar referendum in 2011 had a turnout of over 30% by the same time.

Analysts fear this lack of engagement will nullify the effort entirely, wasting an opportunity for meaningful change.

Divided Politics, Muffled Voices

The referendums were proposed by Italy’s main labor unions and left-wing parties. But the ruling right-wing coalition, led by Premier Giorgia Meloni, has remained largely silent. Meloni said she would go to the polls — but wouldn’t vote. Critics from the left called this stance antidemocratic and evasive.

Wolfango Piccoli of London-based Teneo consultancy described Meloni’s move as “yet another example of her trademark fence-sitting.”

Meanwhile, activists and opposition leaders have slammed the lack of media coverage and public debate. Italy’s communication authority, AGCOM, even filed a complaint against national broadcaster RAI and others for insufficient reporting on the referendum.

Human Stories Behind the Vote

For campaigners, this isn’t just about bureaucracy — it’s about dignity and inclusion.
Michelle Ngonmo, a fashion entrepreneur originally from Cameroon, believes the current system treats immigrants unfairly. “You are good enough to work and pay taxes, but not to be fully recognized as Italian,” she said. She added that lack of citizenship creates barriers for young creatives and leads to wasted potential.

Selam Tesfaye, from the human rights group “Il Cantiere,” spoke about the deep struggles faced by foreign-born children and laborers. “Foreigners can’t speak up against exploitation due to the insecurity of their residency,” she noted.

Labor Protections Also on the Ballot

In addition to citizenship reform, voters are being asked to decide on four labor-related measures. These include:

  • Making it harder to fire employees without cause
  • Increasing compensation for unjust layoffs
  • Holding both contractors and subcontractors jointly liable for workplace accidents

These measures would undo labor reforms introduced by a center-left government a decade ago.

Public Apathy Could Tip the Scales

Polls in May showed that just 46% of Italians were even aware of the referendums. Turnout was expected to hover around 35%, a low figure given that it coincided with the start of school holidays.

Lorenzo Pregliasco of YouTrend suggested the referendum system itself might need reform. “High abstention rates show that the turnout threshold should probably be reconsidered,” he said.

Still, some analysts say that even if the referendum fails, it could be symbolically powerful. If more than 12.3 million people vote — the number that backed the current ruling coalition in 2022 — the left could frame it as a moral victory.

Conclusion: A Nation at a Crossroads

These referendums highlight a crucial moment for Italy. At stake are the rights and futures of millions who contribute to society but remain excluded. Whether or not the vote reaches the required quorum, the issues of citizenship, labor protection, and social integration are now firmly on the table. The outcome will reveal not only the nation’s stance on reform — but its willingness to show up and be counted.
