Emergency services personnel work to extinguish a fire following a Russian attack in Kyiv, November 24, 2025.

Russia launched fresh strikes on Kyiv early Tuesday, targeting residential areas and key energy infrastructure. The attacks came shortly after U.S. and Ukrainian officials held peace discussions in Geneva, underscoring the fragile state of ongoing diplomatic efforts.

Residential Buildings Burn After Russia’s Strike on Kyiv

Kyiv officials confirmed that multiple districts were hit during the early-morning assault. A residential building in the Pechersk district and another in the Dniprovskyi district sustained severe damage, according to Mayor Vitalii Klitschko.

Dramatic video shared on Telegram showed flames sweeping through several floors of a nine-story apartment block in Dniprovskyi. Emergency teams rushed to the scene as thick smoke poured from shattered windows.

Authorities said at least four people were injured, though the number may rise as crews continue rescue and evacuation efforts. Kyiv city administration head Tymofiy Tkachenko confirmed that the injured were receiving medical care.

Energy Infrastructure Targeted Again

Ukraine’s Energy Ministry reported that energy infrastructure was hit, but did not reveal the specific facilities or the scale of the damage. Targeting energy systems has been a consistent Russian tactic throughout the conflict, often triggering blackouts and putting pressure on civilians during critical periods.

Repairs are already underway, officials said, but warned that additional outages could occur if further strikes continue.

Attack Follows US-Ukraine Peace Discussions

The strike on Kyiv came less than 48 hours after U.S. and Ukrainian delegations met in Geneva to discuss a possible U.S.-Russia brokered peace plan. The meeting marked one of the most significant diplomatic efforts in recent months.

Ukrainian delegate Oleksandr Bevz described the talks as “very constructive.” He noted that both sides were able to discuss most key points of the proposed framework, signaling cautious optimism.

However, Russia’s response appeared lukewarm. Kremlin spokesperson Dmitry Peskov said Monday that Moscow had not yet reviewed the updated peace plan, adding uncertainty to the process.

Peace Push Overshadowed by Missile Strikes

The Russian attack has raised questions about Moscow’s willingness to engage meaningfully in negotiations. Striking the capital shortly after diplomatic discussions may complicate efforts to build trust between the parties.

Analysts say the timing of the attack could be intentional, serving as a strategic message amid the renewed peace push. Ukraine, however, maintains that the strikes only strengthen its resolve to defend its territory and demand a just settlement.

Kyiv Responds With Renewed Determination

Ukrainian emergency services continue to work through the debris in the affected districts. Residents displaced by the attacks are being relocated temporarily as authorities assess structural risks in damaged buildings.

Officials urged the public to remain vigilant and follow air-raid alerts closely, emphasizing that Russia’s strikes remain unpredictable and wide-ranging.

Despite the ongoing assaults, Ukraine insists it remains open to diplomatic solutions, as long as its sovereignty and security interests are protected.

A Test for Diplomacy Amid Escalation

The latest strike on Kyiv highlights the fragile nature of peace efforts and the volatility surrounding discussions between the U.S., Ukraine, and Russia. With infrastructure damaged, civilians injured, and tensions rising, the path forward remains uncertain.

For now, Kyiv braces for more attacks while diplomatic channels stay open—though overshadowed by the realities on the ground.
