A high school teacher in the Victoria area faces serious charges after allegedly having sexual relationships with students. Marnie Elizabeth Jolene Burnham, 36, also known as Marnie Forin while teaching, was arrested on February 15, 2024. The charges came after a criminal investigation was launched by the Saanich Police Department’s special investigations unit.

Police Begin Investigation

The investigation started after police received reports that a female teacher in the Greater Victoria School District was engaging in inappropriate sexual behavior with students. Police said they first identified one victim, which led to further inquiries and the discovery of other potential victims.

As the investigation continued, more charges were added. Court records show Burnham was charged with sexual exploitation and telecommunication to lure a child under 18 on April 19, 2024. The offenses are said to have occurred on January 1, 2023. A second set of charges, including two counts of sexual exploitation and one count of telecommunication to lure a child under 18, was laid on March 28, 2024. These charges are related to incidents that allegedly took place on June 9, 2023, in Saanich.

School District Responds

The allegations against Burnham have shocked the Greater Victoria School District. Deb Whitten, the district’s superintendent, called the situation "concerning" and said the district took immediate action when it became aware of the accusations. The school district reported the matter to the police and began its own investigation.

Whitten stated that the district notified the Ministry of Education and Child Care, as well as the Teacher Regulation Branch. Support has been offered to the students involved, with the district and police reaching out to them directly. Burnham, who worked at Oak Bay High School and Mount Doug Secondary School, is currently on unpaid leave while the investigation continues.

Conditions of Burnham’s Release

Burnham was released from police custody and is scheduled to appear in court on May 26, 2024. She must comply with several conditions as part of her release, including not having any contact with anyone under the age of 18, including her alleged victims. Additionally, she is prohibited from entering any school property.

The Saanich Police thanked those who came forward with information, calling their actions “brave.” Investigators believe there may be more victims who have yet to speak out.

Call for Additional Victims to Step Forward

Saanich Police are urging anyone under the age of 18 who had any sexual contact with Burnham before December 2024 to come forward. Those with information are asked to contact the police investigator.
