Two potential destinies lie ahead for the United Nations Relief and Works Agency (UNRWA), the principal aid provider for Palestinian refugees. The agency finds itself on the brink of extinction as funding from key donors is halted following accusations by Israel. Philippe Lazzarini, UNRWA's leader, paints a bleak picture, describing it as "at risk of death."

However, glimmers of hope emerge with Canada and Sweden signaling their intention to resume contributions. Yet, Israel remains resolute in its allegations against UNRWA personnel, presenting evidence of their involvement in an attack. While investigations are underway, international support wavers, leaving UNRWA's fate uncertain. Despite the tumult, the pressing humanitarian needs in Gaza persist, emphasizing the indispensable role of UNRWA in the region.

Israel's accusations stem from intelligence reports alleging that a significant number of UNRWA employees were complicit in an October attack on Israel. The dossier, shared with major donor countries, implicates a dozen UNRWA staff members, including teachers and aid workers, in the assault that claimed numerous lives. Israel asserts that some of these individuals are affiliated with militant groups, including Hamas. However, UNRWA's leader, Philippe Lazzarini, asserts that Israel had raised no concerns regarding the agency's staff before these allegations.

In response to Israel's claims, the UN swiftly took action, terminating the identified employees and initiating two investigations. One inquiry, overseen by the Office of Internal Oversight, scrutinizes the alleged involvement of UNRWA personnel in the attack. The second investigation, led by former French foreign minister Catherine Colonna, focuses on UNRWA's adherence to neutrality principles. Despite these measures, the controversy surrounding UNRWA has led to a significant reduction in financial support, casting doubt on the agency's future.

While some nations express reservations about continuing aid until the investigations conclude, others prioritize addressing the dire humanitarian crisis in Gaza. With millions of Palestinians on the brink of starvation, the need for UNRWA's assistance remains paramount. However, challenges persist, including logistical hurdles in distributing aid across Gaza's devastated landscape. Despite international pressure, Israel shows no signs of cooperation with UNRWA, instead seeking alternative humanitarian partners. As the saga unfolds, the fate of UNRWA hangs in the balance, with the humanitarian situation in Gaza becoming increasingly dire.
