Prime Minister Mark Carney announced on Wednesday that Michael Sabia will take charge of Canada’s federal bureaucracy. Sabia, a well-known name in both government and business, will step in as the new clerk of the Privy Council on July 9.

A familiar face in government
Sabia is currently the CEO of Hydro-Quebec. He started this role in 2023 after leaving the finance ministry, where he had been the top bureaucrat. He also ran Canada’s second-largest pension fund from 2009 to 2020. His long career covers both public and private work.

Trusted experience
Carney praised Sabia’s background. “Mr. Sabia brings over three decades of expertise across the public and private sectors,” the statement from his office said. That experience, according to Carney, makes him the right person to manage Canada’s top civil servants.

What the role means
As clerk of the Privy Council, Sabia will become the highest-ranking official in Canada’s civil service. He will help the prime minister and cabinet make policy decisions. He will also guide how government departments work together. It’s a key job that affects how Ottawa runs.
